I have a new master cylinder, front discs, all new wheel cylinders, new lines, a 2psi RPV in the front line, and a 10psi RPV in the rear line new pads front, shoes rear. ANY SUGGESTIONS? Thanks! Dick

Sounds like the rear brakes need adjusted. The shoes are to far away from the drum, so on the first pump
you are filling the wheel cylinder and they second is applying the pressure to stop the car.
Yup most likely like Jeff said.
X3
sounds like you might have air in the system start with bleeding the master cylinder
I had the same problem and the brake pedal return spring was not returning the pedal back all the way back. see if the pedal is returning completely back. i used the universal spring out of the FIXIT parts rack at advance auto. hope this helps.it drove me craizier than i was!!

Did you bench bleed the master ctlinder ! They do hold air if ya just bolt them on under the car the air gets trapped ! What disc brakes do you have . Wildwood has 2 bleeders on each caliper on top /
Adjust rears like the first few posts stated. Just had to do it on my daily driver 2 weeks ago
